Attorney Culberson is a seasoned litigator dedicated to safeguarding the rights and civil liberties of New Hampshire’s most vulnerable citizens. With a professional background anchored in principles of justice, equality, and fairness, he specializes in complex guardianships, estate planning and administration, and trust administration.​ His unique and unconventional professional career path began as a police officer and detective with the Goffstown, NH Police Department. Motivated by a desire to better assist victims, he transitioned to the legal profession, graduating from law school and subsequently serving as an Assistant Hillsborough County Attorney and Assistant New Hampshire Attorney General.​
Attorney Culberson combines a down-to-earth approach with common sense, real-world experience, and compassion for his clients and their families, particularly those with developmental disabilities, cognitive impairments, mental illness and traumatic brain injuries. His “boots on the ground” methodology involves meeting clients in their homes, hospitals, nursing homes, and care facilities.​
Attorney Culberson has served in several leadership roles, including General Counsel to the Office of Public Guardian, President and Founder of Guardian Support Services of New Hampshire, head of the NH Attorney General’s Elder Abuse and Financial Exploitation Unit, Chair of the NH Attorney General’s Incapacitated Adult Fatality Review Committee, Instructor at NH Police Standards and Training Council, and adjunct Professor at Plymouth State College Department of Criminal Justice. Beyond his legal practice, Tracy actively contributes to his community as a member of the Board of Trustees for the National Center for Guardianship Certification, member of the NH Bar Association’s Public Protection Fund Committee, and prior service as a member of the Board of Directors of Honor Flight New England and Suncook Youth Soccer League. ​
